Can it be powered without a PoE switch?

Yes. It accepts DC12V as well as 802.3af PoE, so on sites where a PoE switch is impractical or the network gear is already fully loaded, a local adaptor or central SMPS works. PoE is still the tidier option because one cable does both jobs. We decide based on the existing rack and cable routes.

Where does the bigger sensor actually pay off?

In genuinely dark scenes: a rear boundary with no street light, a yard behind a godown, an open plot. In those positions the smaller-sensor models have to fire their white light almost every night, which is both conspicuous and power-hungry. This one is more likely to hold a usable image on whatever light is available.

Is 4 MP heavy on recorder storage?

It writes noticeably more data per camera than a 1080p model, so disk sizing needs to be planned rather than assumed. The practical answer is usually a larger drive or a slightly shorter retention window, decided against how many days of history you actually need.
