What does the microSD card actually record?

The slot takes a card up to 256GB and stores footage on the camera itself, normally as a backup to the NVR or for sites running without one. How many days it holds depends on resolution, frame rate and how much movement the scene contains, so no fixed figure is honest. A common setup is continuous recording on the NVR with event recording on the card.

Is 6MP worth it over the 4MP dome in the same range?

On pixel count, yes: 3200×1800 is around half again as many pixels as 2560×1440, and the sensor is larger at 1/2.5 inch. Worth knowing though, the 4MP dome is specified at 0.005 lux minimum illumination against 0.008 lux here, so on paper it works in slightly dimmer light. Wide scenes favour the 6MP; very dark, unlit scenes are worth discussing before you decide.

How does this differ from the PM-E version?

The PM-E variant of the same 6MP bullet is listed without microSD support. Everything else in the published specification reads the same: 3200×1800 resolution, 1/2.5-inch sensor, 30-metre dual light, IP67 and PoE. Take this one if you want the camera to hold its own footage, and the PM-E if all recording lives on the recorder.

Will the white light disturb the neighbours at night?

It can, and on a tight Lahore street that is a real consideration. White light gives colour footage and acts as a visible deterrent, but aimed across a boundary it will reach someone's window. A common approach is to run infrared as the default and let white light switch on only when a detection rule triggers.

Does it need a separate power supply on a long boundary wall?

Not if you have PoE. The camera accepts IEEE 802.3af, so one cable from the switch or NVR handles power and video together, which is usually far tidier than pulling a separate mains line along a wall. DC12V is the fallback where no PoE port is available at that run.
