It depends on what they draw. The total budget is 250 W with a 30 W ceiling per port, so sixteen cameras averaging under about fifteen watts each fit comfortably while a set of high-draw pan-tilt or heated units will not. Is one sixteen-port switch better than two eight-port switches?

Usually yes, on a single site. One unit means one power feed, one point of failure to diagnose and no uplink shared between cascaded switches. Two smaller switches still make sense when the cameras split naturally between distant parts of a property, since it shortens the cable runs.

Does it need a rack?

No. Desktop, wall-mount and 19-inch 1U rack installation are all supported, so a wall-mounted enclosure works if you have no rack. Whichever you choose, leave space for airflow, particularly with a heavy PoE load in summer. IP30 protection means it must stay indoors or in a sealed enclosure.

What do the SFP ports need?

Fibre modules purchased separately, matched to the fibre already installed — single-mode or multi-mode, with distance up to 120 km determined by the module.
